Retired U.S. Army General Fred Woerner speaking at the First Plenary Session of the Sub-regional Conference on Transnational Security in Montevideo, November 15, 2005. Prior to retirement on October 31, 1989, General Woerner was Commander in Chief of the U.S. Southern Command, responsible for U.S. military activities in Latin America and for implementing U.S. national security policy and strategy in this region.

The U.S. Embassy Montevideo and the Office of Defense Cooperation are sponsoring this multi-national senior leader's conference in Montevideo. The First Annual Sub-regional Conference is co-hosted by the Uruguayan Centro de Altos Estudios Nacionales (CALEN) and the U.S. Center for Hemispheric Defense Studies (CHDS). The two organizations are both national level centers for defense studies that provide fora for national civilian and military defense leaders to discuss a wide range of topics relating to government, international relations and defense matters.

This year's conference theme centers on Transnational Security and Governability. Dignitaries will be attending from Argentina, Bolivia, Brazil, Paraguay, the United States and Uruguay, and nearly 100 civilians, government officials, senior military officers and media representatives. It is held at the Radisson in downtown Montevideo. The conference is deemed a tremendous success and participants agree that this forum is excellent for exchange of ideas and perceptions regarding modern security issues in the post-cold war era.
